As you noted with New York, it has happened with other northeastern states and communities. Pennsylvania's congressional delegation is less than half what it was, and it's property taxes are among the highest in the nation. In 1962, Pennsylvania had 27 US House seats. Now it has 18, a third less. The only people who will be left are the ones who can't afford to leave.
