How is it that a state agency can be "not in compliance" with federal requirements yet still continue to receive federal subsidies? What then is the point of compliance rules? Federal auditors and enforcers are thus another bunch of bureaucracies we can thus eliminate.
And another reason to eliminate federal subsidies to states altogether -- let each raise its own revenues for its own needs as each sees fit, while eliminating federal mandates and many agencies while vastly reducing federal taxes. Our current centralized collection/distribution system is an open invitation to incompetence and fraud.
