The problem is, we all suffered -- the obedient and the defiant alike. If we pay all of us, who supplies the funds? Well, ... all of us! Those responsible, like Tony Baloney, despite their despicably yuge ill gotten gains, still aren't numerous enough to cover that bill. So we pay ourselves ... how does that help?
I would add to the observation on the universality of slavery that it wasn't imposed just on those of different ethnicities. Many societies enslaved their own: for most of history people never saw anyone from a different background; the powerful who could, enslaved those at their disposal.
