Ronald Reagan created the National Endowment for Democracy to help former Soviet bloc nations convert to functioning democracies. It established the International Republican Institute and National Democratic Institute to ensure bipartisanship, raising private funds as well. They cooperated and coordinated: NDI focused mostly on Africa while IRI focused on eastern Europe and parts of Asia. Sen. John McCain led IRI for awhile. They did good work, and I participated in program in the early 1990s to teach Estonians how to build political parties and candidacies. but like all government agencies, it has been corrupted. NED needs to be repealed and abolished.
