A modest proposal: Reparations are to to be paid by descendants of slave holders who had no ancestors themselves ever bound into slavery, to descendants of their slaves whose ancestors never enslaved anyone else, regardless of race or any other factor. Proof of these conditions being met must come from the prospective claimant of those reparations.
Note: this would result in no taxpayer money going there, and probably very few if any reparations ever being paid by anyone. But at least it's fair, somewhat, if one believes great-great-great-grandchildren are liable for the retroactive crimes of their forefathers!
