When I was at the US Department of Transportation during the Bush 41 Administration - the last time we raised federal gasoline taxes a nickel to 19 cents per gallon, way below what most states charge - how to move to a VMT. We concluded that privacy concerns make it impossible. That was 33 years ago. Nothing has changed. I am, however, all in favor of two new taxes on electric vehicle owners - a "toxic waste tax" to reflect that most of the 4,000 pounds of an EV are not recyclable and an annual VMT ONLY on vehicles that do not pay fuel taxes, or just a straightforward "user fee" assessed on federal and state tax returns. Seems fair, no?
